I highly recommend Site5 hosting for personal website.
They offer FAST customer service. My previous host had rude, slow, and ineffective tech support. In comparison, I sent site5 a non-critical support ticket at 2am EST and received a reply less than 20 minutes later.
They have reasonable prices. Shared hosting plans range from $6.95-$16.95 monthly. And they offer generous features. There's too many to list here, and lots of useful pre-installed Perl scripts.

I am satisfied with Site5’s customer service and tech support. The features are easy to use i.e. control panel. I don’t mind paying the extra for the service and support that I have received. I have sent in support tickets that were answered in less then one hour.

Recommended Site5 for personal sites, you'll find cheaper hosts, but caveat emptor.
Was a good host for me. Ran into some bandwidth issues and other billing issues- they were nice enough to refund some money and to see my side of the disagreement.
Reasonable prices, fast response on customer support But, email is the primary contact option
